The issue of stray animals has always been a problem for animal rights organizations and local government animal protection offices in Taiwan. Animal Rescue Team Taiwan (ARTT) was founded by founder Chao-cheng Ni in Kaohsiung City in 1995. In the beginning, only a few volunteers participated in the rescue of stray dogs and cats spontaneously, and they bought professional animal rescue equipment from abroad out of their own pockets. Gradually, as the concept and actions were recognized by the public, more and more supporters joined the donor team for the animal rescue mission. Unexpectedly, the resounding name of ARTT also aroused the envy of a local animal protection group in Kaohsiung, which tried every possible means to smear and suppress it, and repeatedly reported illegal fund-raising, making the volunteer team unbearable. Thus, it decided to file a case with the Ministry of the Interior in 2007 and formally became a national public welfare non-profit organization "Animal Rescue Team Taiwan (ARTT)", the first animal rescue organization in Taiwan to receive government permission to legally solicit funds from the public.
