The stray dog problem in Taiwan has been going on for more than two decades. It has developed from the time when stray dogs were treated as waste into humane culling, to the time when the number of dogs in shelters has exploded through the zero-cull policy, but the stray dogs persist on the streets. Are we making more and more progress, or are we getting worse and worse? For more than 20 years, "Love Moms, Love Dads" have been on the front lines, becoming "feeders" because of the plight of the dogs. Many people regard them as life-saving Bodhisattvas, but many people think they are problem-makers. However, does feeding really create problems? Do dogs come before feeders? Or is it the food that attracts the dogs? As human-dog conflicts continue, should the feeders providing food to the dogs be responsible? Is feeding really satisfying to the dog? Are all feeders named "Love Moms, Love Dads" truly "dog lovers"? Actually, some answers are “no”. In fact, in addition to love, some people are religiously motivated, some just want to clean up food waste, or perhaps the owner of a snack bar or free-range owner places food on the street and inadvertently feeds it to the dogs on the roadside. Moreover, according to the observation of Professor Chuang-Hsien Wu, who has been studying animal protection and public administration for a long time, some feeders are also socially disadvantaged, and may get satisfaction from feeding behavior that they cannot get in the society, to fill their self-needs. Such feeders need assistance and are a part of the social safety net that cannot be ignored. In addition to helping stray dogs, there are times when the act of feeding can be a way to meet people's needs. There are less than 100 types of feeding, but there are at least 5 types!
