The concept of Pet Park originated in the 1970s, when urban America was booming and rapidly developing urban areas were becoming crowded and busy, with more and more dog owners as well as stricter and stricter regulations on dog walking. For example, in San Francisco, there were strict rules that dogs had to be on a leash shorter than 2 meters whenever they left the owner's house. However, dog lovers believe that while leashes can protect dogs and passersby, they are too restrictive for dogs that want to run, so they want an area in the neighborhood where the dogs can move freely off leash. So, in 1979, the world's first experimental dog park, Ohlone Dog Park, was established in Berkeley, California.
Taipei City has 1,692 parks with green spaces where people can take their dogs on a leash or with proper protection (as stipulated in Paragraph 9, Item 1, Article 13 of the Taipei City Park Management Ordinance), but people are looking forward to having more spaces where dogs can run and play freely. Wen-Je Ko New Policy Whitepapers "Animal-friendly City" states, "the city needs to give more space for pets to move and play. I advocate that animal-friendly spaces and facilities be added to parks and green spaces, with an area larger than a certain percentage of the park and fencing, so that animals can run freely inside, so that they don't have to worry about people, cars and dogs interfering with each other. " And dogs need more space to run, especially in terms of young dogs that are full of vitality and need a large amount of activity. Although owners take their dogs for outdoor walks on leashes, they sometimes cannot keep up with the dogs and cry out that they are physically exhausted. Thus, the city is promoting the installation of dog activity areas in existing parks and green areas.
Director-general Ching-Chiang Tsai of the Agriculture Bureau of Taichung City Government said that the current pet parks in Taichung City includes Quanyuan Park in East District, Wenxin Forest Park in Nantun District, and Environmental Park in Houli District, which have been completed; Gongwu Park in Taiping District and Riverbank Park in Dongshi District are under construction and planning respectively, and it will be evaluated in the future to set up pet areas in suitable parkland along the sea line. Ting-Hsiu Chen said that the city government advocates animal-friendly, but the city's pet parks are unevenly set up, the planned pet parks are in Dali and Houli Districts, while the population of Houli District is far less than the total number of Shalu, Cingshui and other areas of the sea line. On the contrary, the number of dog owners in the sea line district is increasing year by year, but the lack of a suitable environment for dogs to run has led owners to bring their fur kids to the park and let them off the leash to let out their energy. Dian-Zhong Yang said that Taichung City has 330,000 registered dogs and cats, but there are only two pet parks in the city. In contrast, there are 19 pet parks or special areas in Taipei City and Taoyuan City, and 16 in New Taipei City. Taichung City has too few pet activity areas. The city government should pay attention to animal welfare and promote animal-friendly measures. Ting-Hsiu Chen stressed that there was an incident of dog biting in a park recently, if proper pet parks and proper facilities are provided, it can reduce the conflict between fur kids. The municipal government is called on to open suitable pet fields along the sea line and provide an animal-friendly environment to enhance people's willingness to own stray dogs and fundamentally solve part of the stray dog problem. Mayor Shiow-Yen Lu said that in some counties and cities, pets need to be separated from humans because of restrictions on the entry of pets into parks, but Taichung City's parks are open to pets; if there are suitable places and funding allows, it is also possible to open up areas exclusively for pets. Director Da-Tian Chen of Construction Bureau of Taichung City Government said, there are about 900 parks and green spaces in Taichung City, and pets can run in the park as long as the related regulations of the park and animal protection are met; they will also cooperate with the Agriculture Bureau to set up special areas for pets, and will conduct rolling reviews in the future.
